Introduction

Culture refers to the custom, social behaviours and ideas portrayed by a particular group of people or a society. In other words, a culture also denotes the actions, objects, arts and events that represent human achievement.  “Culture is what we are” – implies we reflect our culture. The better a culture gets the more it is capable of delivering.  What it delivers to us is referred to as civilization. A civilization is denoted as the utilitarian things that are used as the apparatus. In other words, a civilization is referred to as the plethora of actions taken by a society to reach an advanced stage of cultural and social development. For instance, when we talk about Indian civilization, we talk about the Indus valley or the Harappan civilization as the oldest civilization of India. Or we discuss the present civilisation of India which is the post-independent era.

Discussion

Civilisation is embodied in the culture. With the fall of civilizations, the cultures to get extinct. Contrary to this, the civilization which is progressive reflects the good values that the culture possesses. Cultures are capable of securing civilization both internally and externally.

Materialism has changed civilization as people have moved on to learn different things from the changing cultures. The original one is left behind and the adopted one is still in practice. With the clashing of the culture, the civilization bows down due to pressure from social and cultural disintegration.  If multiculturalism is valued distinct ethnic groups in a civilisation can coexist.

As time marches on,  civilization always advances with the adoption of new cultures.  In addition, civilization is also a persistent upward trend. For instance, in India, the education system has developed. The earlier civilization was not educationally progressive as it is now. The Indian government after independence implemented the Kothari Commission under the  National Policy on Education in 1968, mainly to streamline education. Another reason to implement the Kothari Commission was to combat the changing socio-economic needs of the country. The three-language formula, development of agricultural and industrial education and adult education was introduced under the National Policy on Education in 1968.

With the passage of time, women’s empowerment also gained prominence. The cultural values embedded regarding women in the people’s minds changed and so did the civilization. Women who were earlier bound within the shackles and forced to stay within the confines no longer bear the nuisance any more. With the availability of education to women, they have got the opportunity to educate themselves. Furthermore, they have become independent and started becoming economically, culturally and politically independent similar to that a man. All this has been possible due to the equal Remuneration Act of 1976, The Commission of Sati Prevention Act of 1987  and the Dowry Prohibition Act of 1961.

Conclusion

Culture and civilization are interdependent, as they cannot exist without one another. Not only they are interdependent but also they are interactive in nature.  Our civilisation is influenced by culture and also culture helps a civilization to succeed. Thus the proverb is apt in the true sense of the term i.e. culture is what we are and civilization is what we have.
