PAPER – I

Paper on the Maharashtra land revenue code, 1966 and rules there under

N.B:-

(1) Question No. 1 is compulsory.

(2) Solve any four remaining questions.

(3) Figures in the right margin indicate marks.

(4) Candidate should not write roll number, any name (including hid her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalized.

(5) Candidates are expected to answer all the sub-questions of a question together, if sub-question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub-question shall be overlooked.

(6) Answers are to be written in one language only either in Marathi or in English.

  1. Explain following definitions (any four):-

(a) Agricultural year and Revenue year.

(b) Farm building

  1. Write short note (any two):-

(a) Explain the provisions regarding’ Correction of clerical Errors “under section 155.

(b) Penalty for default of payment of land revenue.

(c) Register of Mutations and Register of disputed cases.

  1. Explain in detail provisions regarding Appeals, Revision and Review.
  2. Explain provisions for partition of share in the holding under Maharashtra Land Revenue Code, 1966 and rules there under.
  3. Explain the processes which can be used for recovery of arrears of land revenue under section 176 of Maharashtra Land Revenue Code, 1966.
  4. Explain provisions of Nistar Patrak and Wajib-ul-arz under Maharashtra Land Revenue Code, 1966 and Rules there under.

PAPER – II

The Maharashtra land and revenue manual volume ii and iii, etc.

  3. Write notes:-

(a) Maintenance of Record-of-rights and Register of Mutations.

(b) Grant of plots in New Gaothan / New Village Sites.

  1. Describe in detail the procedure to be followed for certifying entries in the Register of the Mutation and deciding disputes.
  2. Describe in brief (any two):-

(a) Procedure of making entries in the Register of Crops.

(b) Register of tenancies.

(c) Diary of Circle Officer and Circle Inspector.

PAPER IV

PART – I (Common for Three Regions)

The land acquisition act, 1894 and rules there under the Bombay prevention of fragmentation and consolidation of holding act etc.

PART – II (Separate for each Region)

The Bombay tenancy and agricultural lands act, 1948 (Bom. Lxvii of 1948); the Bombay tenancy and agricultural lands (vidarbha region) act, 1958 (Bom. Act no. Xcm of 1958); the Hyderabad tenancy and agricultural lands act, 1950 (Hyderabad act no. Mu of 1950)

  1. Describe in detail the process of determining the area in excess of ceiling to be surplus land. Explain in detail about the returns to be submitted by any person or family unit who hold excess land.
  2. Write in detail about:-

(a) The execution of Mamlatdar’s decision.

(b) Powers and procedure of consolidation officers.

  1. (a) Explain the reasons or cases in which it is possible to restore or transfer lands to tribal’s.

(b) Section 4 of Land Acquisition Act, 1894. Explain.

PART – II

  1. (a) Explain with provisions the right of tenants to purchase land where landlord is minor/widow/sewing member of armed forces/mentally or physically disabled person. Also explain the process to determine price of land and way of paying price by tenant.

OR

Explain with provisions the end of tenancy by land owner and special rights of tenant under Bombay Tenancy and Agricultural Land (Vidarbha Region) Act, 1958

OR

Explain with provisions the ‘rights of protected tenant’ and ‘simple tenant’ to purchase land and their rights of ownership.

PAPER – V

Judicial. Questions on the Maharashtra police act, the Maharashtra village police act, code of criminal procedure, 1973, high court criminal manual arms act, Indian evidence act, etc.

Bombay financial rules, 1959 ; Maharashtra contingent expenditure rules, 1965 ; Maharashtra budget manual volume-i; the Bombay Civil services rules manual ; etc.
