PAPER – I

ORGANISATION OF GOVERNMENT AND SERVICE MATTERS

N.B:-

(1) Attempt any five questions.

(2) The Marks for each question are indicated in the margin.

(3) Indiscriminate copying from the books will be discounted.

(4) Candidate should not write roll number, any name (including his/her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalized.

(5) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

(6) Answers are to be written in one language only either in Marathi or in English.

(b) Explain why decentralization is important in organization.

  1. (a) Give information about District Superintendent of Police.

(b) How the council of Ministers is formed, write in brief.

PAPER -II

Bombay civil services rules etc.

  1. Explain the canons of financial propriety.
  2. Explain kinds of pensions. How pensionable services is counted? G.P.F. are permitted to Government Servant? What are conditions for such withdrawals?
  3. How the pay of Government Servant is regulated under the following circumstances? Explain:-

(a) At the time of first appointment.

(b) At the time of promotion to another post which carry higher responsibility.

(c) At the time of promotion to another post which does not carry higher responsibility.

(d) At the time of reversion to lower post for the reason of reduction in number of posts in that cadre.

  1. Distinguish between (any four) :-

(a) Joining Time and Transit Time.

(b) Fee and Honorarium.

(c) Special Pay and Additional Pay.

(d) Suspension and Dismissal.

(e) H.R.A. and C.L.A.

  1. Write short notes on (any four):-

PAPER – III

Prisons act and prisoners act etc.

  1. What are the prison-offences? Discuss the provisions about punishment for such offences under the Prisons Act, 1894.
  2. Discuss power of courts to require appearance of prisoners to give evidence or answer a charge. State when the officer-in-charge of prison can obtain from caring out orders of the court?
  3. Write short notes (any two):-

(a) Provisions regarding removal of prisoners confined in the prison under the Prisoner’s Act, 1900.

(b) How the Lunatic Prisoners are to be dealt with under the Prisoners Act, 1900.

(c) Removal of prisoners from one state to another.

  1. Define ‘Borstal School’. When the court may pass order for detention in a Borstal School.
  2. Write short notes (any two):-

(a) Transfer from prison to Borstol School.

(b) Disposal of corpse of prisoner dying in Civil Jail.

(c) Subsistence of prisoners in Civil Jail.

  1. Write short notes on:-

(a) Cognizable and non-cognizable offences

(b) Public Servant

(c) Theft.

  1. What are the offences against the state under the Indian Penal Code.
  2. Discuss the power of the court to release certain offenders on probation of good conduct under the Probation of Offenders Act, 1858.
  3. State the provisions under the Cr.P.C., 1973 regarding sentence on offender already sentenced for another offence.

OR

  1. Discuss the provisions under the Cr.P.C., 1973 regarding language and contents of the Judgement.

PAPER – IV

Maharashtra prisons rules etc.

N.B:-

(1) All questions are compulsory.

(2) Marks for each question has shown to the right side.

(3) Candidate should not write roll number, any name including his/her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalised.

(4) Candidates are expected to answer all the sub-questions of a question together, if sub-question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub-question shall be overlooked.

(5) Answers are to be written in one language only either in Marathi or in English.

(a) Duties of orderly officer for day.

(b) Aims of training and functions of training school.

(c) Duties of Principal of Borstal School.

(d) Register of Undertrial prisoners (Jail Form No.1).

  1. Write in detail about the parole and furlough leave of prisoner.
  2. Write short note:-

(a) Duties of medical officer of Prison.

(b) ” B ” statement (Jail Form No. 50).

  1. Describe in detail about the Acts constituting prison offences as per Jail Manual.
  2. Short notes :-

(a) Jailors report book (Jail Form No. 13)

(b) Gate Fkgister (Jail Form No. 11)

(c) Register of convicted prisoners (Jail Form No. 3)

(d) Store requisition and receipt book (Jail Form No. 31).

PAPER – V

Correctional administration

N.B:-

  1. Defination and Scope of Penology.
  2. Explain role and importance of Prison Industry, Agriculture and Job work in view of Reformation and Rehabilitation of Prisoners.
  3. Explain duties and role of prison officials in respect to protection of prisoners human rights.
  4. Explain your views with reason regarding implementation of death sentence.
  5. Explain your views ” coordination between Police Administration, Prison Administration and Judiciary System “.
  6. Explain impact of organized crime, naxalist, terrorist on prison discipline and correctional programmes.
