PAPER I- THE MOTOR VEHICLES ACT, 1988 AND CENTRAL MOTOR VEHICLES RULES 1989, ETC.

N.B.-

(1) All questions are compulsory.

(2) Marks for question are indicated in the margin.

(3) Candidate should not write roll number, any name (including his / her own), signature, address or any indication of his / her identity anywhere inside the answer book otherwise he 1 she will be penalized.

(4) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

  1. Analyse the essential ingredients of following definitions (any five):-

(a) Contract carriage           (b) Dealer

  1. Solve (any two):-

(a) Discuss the criteria to determine appropriate Registering Authority for registration of a vehicle. Enumerate legally mandatory documents required to be submitted together with the application for the registration of a vehicle. Explain in brief the scheme of Registration marks assigned by various Registering Authorities in various States and Union Territories.

(b) Explain permissible grounds for suspension of the Certificate of Registration and the procedure for the same.

(c) Explain the safeguards incorporated in the Act to protect the interests of Financers.

  1. Attempt (any two):-

(a) Discuss the powers of the licensing authority to disqualify the holder of a licence or to revoke such a licence. Discuss the lacunar in the administrative procedures hampering effective use of the provisions.

(b) Explain the provisions regulating the schools or establishments for imparting instructions in driving of motor vehicles and measures to improve their functioning.

(c) Write short note on Institute of Drivers Training and Research (IDTR) and Regional Driving Training Centers (RDTC)

  1. Discuss (any two):-

(a) Explain the criteria to determine appropriate permit issuing authority. Discuss their constitution.

(b) How do transport authorities exercise their control over the permit holders? Distinguish between the departmental action against the permit holder and prosecution.

(c) Analyse the menace of clandestine operations involving passenger transport and suggest remedies.

  1. Discuss with reference to provisions under the M.V. Act (any two):-

(a) Operation of digital app-based aggregators such as Uber and Ola and their impact on passenger transport sector.

(b) Transportation of hazardous substance by road. Marks

(c) Rules for the regulation of school buses

 

PAPER II – MUMBAI MOTOR VEHICLES TAX ACT, 1958 AND MUMBAI MOTOR VEHICLES TAX RULES, 1959 ETC.

N.B-

(1) Answer all questions.

(2) All questions carry equal marks

(3) Marks will be discounted for indiscriminate copying of books

(4) Candidate should not write roll number, any name (including his/ her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalized.

(5) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

  1. Explain in detail the provisions of road safety cess.

  1. Write notes on:-

(a) Constitution and functions of District School Bus Safety Committee.

(b) Vehicular air pollution and remedies.

(c) Duties and responsibilities of Public Information Officer under Right To Information Act, 2005.

(d) Important points to note while inspecting PUC center.

  1. Please prepare a press note for publication in local newspapers regarding various projects to be undertaken by your office during ensuing Road Safety Program.
  2. Prepare a detailed proposal to be submitted to Transport Commissioner Office substantiated with figures demanding additional manpower with regards to increased volume of work in your office.

PART II – (Marks – 50)

  1. (a) Prepare a proposal of share a rickshaw for submission to Regional Transport Authority.

(b) Prepare a note in reply to a starred question regarding clandestine operation in your jurisdiction.

  1. Prepare a draft office order in order to prevent unauthorized persons from entering in office premises.
  2. Submit a note to the District Superintendent of Police u/s. 115 of Motor Vehicles Act, 1988 to impose restrictions on use

of any specified class of motor vehicles.

PAPER IV – INDIAN PENAL CODE AND CODE OF CRIMINAL PROCEDURE, 1973, ETC.
