PAPER – I

Maharashtra Civil services rules vol. I and vol. II; Mumbai/Maharashtra general provident fund rules: Maharashtra Civil services conduct, discipline and appeal rules, 1979

N.B-

(6) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

  1. (a) What are the deductions admissible to be made from the subsistence allowance of a govt. servant under suspension?

(b) Can temporary pension / DCRG be sanctioned to a govt. servant?

  1. (a) Explain the procedure tor sanctioning non-refundable advance to a govt. servant from his GPF account.

(b) Discuss the different kinds of pension and explain the prescribed procedure for preparation of superannuation pension preparation.

  1. Who is responsible for the maintenance of service record of govt. servant? What is the procedure for maintenance of service book / service rolls?
  2. (a) Enumerate the orders against which an appeal can be made by a govt. servant under M.C.R. Rules, 1979 and to whom? Similarly state the orders against which no appeal lies.

(b) List out the major and minor punishment which can be inflicted upon the govt. servants.

(b) State the principles for writing off the losses.

  1. (a) Enumerate in brief the nature of various advances admissible to the Government Servant.

  1. Explain the procedure about Government Servant adopting the Immovable, Movable and Valuable properties as per conduct rules.
  2. State the procedure of departmental enquiry of Government Pension holder.
  3. State the procedure for imposing major penalties.
  4. What is subsistence allowance ? State the rate of subsistance allowance to Government Servant under suspension period. State compulsory and optional deductions from subsistance allowances.
  5. State the detail procedures to be adopted by disciplinary authority while issuing departmental enquiry orders. State various stages to be completed during departmental enquiry

  1. State and explain the concepts of Tribal Sub Plan (T.S.P.), the extent of villages and population covered under this area and its importance in the process of planning and development.
  2. Explain the important provisions in the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.
  3. Explain the composition and functions of Gramsabha in the Scheduled Area.
  4. Explain in detail the objectives, terms and conditions and also the procedure to implement the scheme of providing education to the tribal students in renewed (Namankit) English Medium Residential Schools of town.
  5. State the objectives of Dr. A.P.J. Abdul Kalam Amrut Aahar Yojna, and explain the guidelines for implementation and monitoring the scheme.
  6. Write short notes on any two of the following :-

(b) Scheduled Tribe Certificate Scrutiny Committee
