PAPER I-

MAHARASHTRA CML SERVICES RULES AND FINANCIAL RULES

N.B.-

(1) Answer any five questions.

(2) Indiscriminate copying of an authority will be discounted.

(3) The reference to relevant rules in support of the answer should be given.

(4) The marks for each question are given in the margin.

(5) Candidate should not write roll number, any name (including his/ her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalized.

(6) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

(7) Answers are to be written in one language only either in Marathi or in English.

  1. Write short notes (any four):-

(a) Objectives of General Provident Fund

(b) Canons of Financial Propriety

(c) Cash Book

(d) Administrative Approval and Technical Approval

  1. (a) What are the conditions on which service counts for increment

(b) What are the various occasions for pay fixation?

  1. (a) What is joining time? In which situation joining time is applicable to government servant? Explain with authority.

(b) Explain with rules about government deductions from the subsistence allowance of the government servant under suspensions.

  1. (a) Differentiate between Earned Leave and Commuted Leave.

(b) Describe about compulsory retirement.

  1. (a) What is contingent expenditure? Describe types of contingent expenditure.

(b) Is it acceptable to accept government dues by cheque? If yes, explain procedure.

6.(a) What are the types of advances given to government servant ? Which general principals are followed while sanctioning advances?

(b) Explain duties and rights of Comptroller and Auditor General of India.

PAPER II –

PAPER ON STATE AND GENERAL ACCOUNTS AND RULES, GOVERNMENT RESOLUTIONS, ORDERS ETC. RELATING TO THE FUNCTIONS OF THE DIRECTORATE

N.B.—

  1. (a) Define the following terms in relation with Electricity duty Act, 2016 :-

(i) IPP

(ii) Open access

(iii)Captive Generation

(iv) Co-Generation

(v) Unit.

(b) What are the amendments in the Electricity duty Act, 2016?

(c) “To whom the electricity Duty shall not be levied on the consumption charges or energy consumed” – Explain.

  1. (a) Give features of The Industries (Development and Regulation) Act, 1951 that require the specified industries to obtain industrial licensing?

(b) What are the important regulations that control industries in the Pre-1991 era?

(c) “The Government’s Small Scale Industries Policy has shifted from protection towards competitiveness” comment on this statement.

  1. (a) Explain the Micro, Small and Medium enterprises development Act. 2006.

(b) Define following terms with respect to MSMED Act, 2006:-

(i) Enterprise

(ii) Buyer

(iii) Small Manufacturing Enterprises

(iv) Medium Service Enterprises

(v) Board.

(c) Under which Sections of MSMED Act, 2006, MSEFC’s are constituted? Explain in short Maharashtra MSEFC Rules, 2007.

  1. Explain in brief:-

(a) Indian Patent and Designs Act, 1911.

(b) The Trade and Merchandize Mark Act, 1958.

(c) New Foreign Trade Policy, 2015-2020.

  1. (a) Explain the lubricating Oils and Greases (Processing, Supply and Distribution Regulation) Order, 1987.

(b) State the benefits provided under Central SEZ Act, 2005 and Rules, 2006 for developer and enterprise.

  1. (a) How do you define the pollution as per water (Prevention and Control of Pollution) Act, 1974? Also write the salient features of this Act.

(b) Briefly discuss the salient features of water (Prevention and Control of Pollution) amendment Act. 1978.

(c) What are the main objectives of the factories Act, 1948?

(d) Explain the main provisions under Factories Act, 1948 and its recent amendment.
