PAPER – I

Current educational problem concerning administrative branch of education department

  1. B-

(1) Attempt any five questions.

(2) Each question carry equal marks and indicated in the margin

(3) Candidate should not write roll number, any name (including his/ her own), signature, address or any indication of his/her identity anywhere inside the answer book otherwise he/she will be penalized.

(4) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting another question) the later sub question shall be overlooked.

(5) Answers are to be written in one language only either in Marathi or in English.

  1. Explain the importance of the institute of ‘Academic Authority ‘ in school education and explain the structure and duties of this institute.
  2. Explain the duties of the appropriate Government and local authority in respect of education of children mentioned in ‘ Right of Children to Free and Compulsory Education Act, 2009 ‘.
  3. Write short notes on following (any two):-

(a) Role of ‘YASHDA’ institute in administrative reforms

(b) Structure and functions of the school management committee

(c) Role and functions of ‘ Kendra Pramukh’ in primary education

(d) Mid day meal.

  1. Explain the concept of ‘Progressive Educational Maharashtra ‘ and explain the nature of implementation and output of this scheme at primary level.
  2. Illustrate the following (any two):-

(a) Universalisation of primary education

(b) Functions of the head master are defined in the, ‘The Maharashtra Employees of Private Schools (Conditions of Service) Rules 1981’.

(c) Pre metric scholarship for minority students.

(d) Beneficiary schemes for students in school education

  1. How you can use the computer for administrative and educational improvement? What effort has been taken by Govt. of Maharashtra? Explain the nature of this effort.

PAPER – II

General knowledge of art education in the state, grant-in-aid code, educational manual etc.

(1) All questions are compulsory.

(2) Marks for each question are indicated in the margin.

(3) Candidate should not write roll number, any name (including his I her own), signature, address or any indication of his I her identity anywhere inside the answer book otherwise he / she will be penalized.

(4) Candidates are expected to answer all the sub questions of a question together. If sub question of a question is attempted elsewhere (after leaving a few pages or after attempting anuther question) the later sub question shall be overlooked.

(5) Answers are to be written in one language only either in Marathi or in English.

  1. Explain the details of the revised norms as per the Government Resolution dated 16th March 2016 regarding establishment of New Art Institution 1 New curriculum and New Division.
  2. Describe the effective Changes and Development after giving autonomous Sir J.J.Schoo1 of Art, Mumbai and Sir J.J.Schoo1 for Applied Art, Mumbai.
  3. Describe the following (any five) :-

(a) The norms and eligibility for getting Dakshina and Fellowship Scholarship.

(b) Annual Art Exhibition.

(c) Artist Shree Vasudeo Gaitonde

(d) Sculpture Vinayak Karmkar

(e) Government Drawing Grade Examination.

(f) Children Drawing Competition.

(g) To Sanction Clay Model of Statue.

  1. Describe the Purpose of Resolution of Historical rear Painting in Sir J.J. School of Art, Mumbai? And how much paintings are restoring till date?
  2. Write the names of Annual Scheme plan? and Describe the information and purpose of the Scheme

OR

Describe the importance of Art education in primary and secondary school Education.

  1. Explain the revised Remuneration of different officers and staff working in drawing Grade examination.

PAPER – III

Service rules; Bombay Civil services conduct, discipline and appeal rules; etc.

  1. (a) What are the consequences if the Government servant denies promotion?

(b) Mention the types of orders in the context of conduct and disciplines rules against which-

(i) Appeal lies

(ii) No appeal lies.

  1. Write the different kinds of leave and explain in which circumstances the extraordinary leave granted to a government employee.
  2. (a) Define joining time and what are the provisions for grant of Joining time to Government servant?

(b) Explain in brief, the various types of pension admissible to the Government servant and describe them.

  1. (a) What is subsistence allowance? -Which are the compulsory deductions and optional deductions that are made from subsistence allowance?

(b) Discuss in detail the procedure followed to mentain the service record of Government employee and elaborate the important entries are to be taken in the service book.

  1. (a) Explain in detail the stages for completion of pension papers by the head of office.

(b) What are the major punishment? Write in detail about procedure to impose major punishment.

PAPER – IV

Accounts and financial procedure and financial rules

(a) Procurement Procedure and e-tendering

(b) Permanent Advance

(c) Abstract Contingent Bill

(d) Accounts of dead stock

(e) Rules for drawing money for contingent expenditure.

  1. (a) What is the process for sanctioning the claims against Government, which are barred by time?

(b) How pay and allowances are drawn in case of death of a person?

  1. What is meant by budget? Explain in detail the process of budget preparation.
  2. How estimates of receipts and expenditure are finalized?
  3. Why security is furnished from the persons who are entrusted with collection or custody of cash store etc.? Kindly elaborate the rules regarding the same.
  4. “Reconciliation is the tool to control the expenditure “; elaborate the statement by referring the instructions regarding the reconciliation of expenditure.
